chore: remove deprecated CreateCaseDetailedEvaluationTest and update reporting_by field

- Deleted `CreateCaseDetailedEvaluationTest` to clean up obsolete tests.
- Increased `maxLength` of `reporting_by` field to 255 and made it a required field when the applicant is "OTHER".
- Synced translations and labels for `reporting_by` in Romanian language files.
