2025-08-26: Maintenance work meeting notes

• Mandatory database maintenance in production performed now, rather than when people are not looking.
• Invalid log drains removed (old Papertrail).
• Added PaperTrail (free) Heroku Add-On.
• Added Scout APM (free) Heroku Add-On.
  • Discussed adding the more-specific instrumentation with the ENV var SCOUT_AUTO_INSTRUMENTS=true. Seems good, not yet acted on it.
• Dropped unused ENV variables for Twitter, for Skylight.
• Removed Bundler noisy output in CI and Heroku.
• Scaled the Heroku app/worker dyno to 0, fulfilling the "save 25 USD/mo." from Procfile: Drop the Worker process type, and use Heroku Scheduler instead #2294 - we use Heroku Scheduler to start the jobs:workoff Rake task, instead of an always-running dyno.
• Consensus on merging the Upgrade Rails to 7.1 #2250 - we need someone to merge it.
