Bump tar-fs and codeceptjs

Removes [tar-fs](https://github.com/mafintosh/tar-fs). It's no longer used after updating ancestor dependency [codeceptjs](https://github.com/Codeception/codeceptjs). These dependencies need to be updated together.


Removes `tar-fs`

Updates `codeceptjs` from 3.6.7 to 3.7.3
