Allow journal admins to configure additional labels that are set for a new issue in the register, possibly for specific submissions/types

In classes/RetrieveReserveIdentifiers/CodecheckRegisterGithubIssuesApiParser.php when a new issue is created, currently there is only the "id assigned" label set.

Based on the journal settings, allow journal admins to configure additional labels that are used by the specific journal. There should be user documentation (but not automation) that this label must exist in the used register project.

This is in addition to venue type and venue label that are already configured and set.

I like this. Maybe we do it like the following. When we create the proper settings form for our plugin, then there is also a form where we can add new "custom journal labels" which will then be automatically be available to select in the codecheck Metadata form

Just for clarification though, even if we have more custom labels, a Codecheck can still only have one venue type and one venue name as labels or should I add a thrid tab with additional labels that can be added to any extend. So e.g. a list of checkboxes with the additional labels that can be added additionally to id assigned, the venue type and the venue name?
