CodeCov is broken as much as it works

I have another repo in the org for which code coverage is working. It is using OIDC, so I expect OIDC to work for any repo in the same org.

But the next repo I set up is broken in ways that appear entirely internal.

After a bunch of pushes it resolved itself. :/
