codecov/project status check not being created for public repository

Environment

• Repository visibility: Public
• Plan: Developer (Free)
• codecov-action: v5
• Uploads: Successful
• Coverage data: Visible in dashboard

Issue

I'm working on a public repository but experiencing the following issues:

1. codecov/project status check is not being created

3. codecov.yml comment settings are not being applied

5. Codecov Configuration page shows "Available with Pro Plan" for Project coverage

Documentation says

According to the Common Configurations documentation:

"Project coverage" checks and "project coverage" reporting is not available for Private Repos on the Codecov team plan. For all other private repos, and for all public repos, here's how you can also show project coverage checks on a PR.

This clearly states that public repos should have access to project coverage.
