CodeCov should post a PR comment

Additional context
I've openned an issue regarding the documentation codecov/feedback#750

All coverage reports process and archive correctly, but Codecov never finds the bot to post PR comments or notifications. Logs show get_github_app_info_for_owner() succeeds but get_repo_appropriate_bot_token() fails.

I’ve already uninstalled and reinstalled the Docker container and GitHub App, and even logged out and back in, but the issue still persists.
