Give Texans more context about where the last 3 digits of their card are

Texas users are still having problems finding the last 3 digits of their 19-digit card # because they're weirdly located on a second row below the main 16 digits. Some sample user messages from TX:

My numbers I sent were 16 numbers but where are the 19 numbers??????
Its only has 16 digits?
It's a 16 digit number

History of solutions

• Include correct # of digits in error message #186 customized the response to say "enter your 19-digit EBT card" but it seems this isn't clear enough to help folks.
• Add EBT card picture (with digits highlit) to TX splash page #122 added a picture of the card with an annotation of where the last 3 digits are to the splash page, but it seems that that was removed in a revision — I've reopened that issue.

Proposed solution

• Reimplement Add EBT card picture (with digits highlit) to TX splash page #122 on the splash page
• Modify the "please respond with your 19-digit EBT card" message just for Texas to say something more specific, maybe even checking to see if their previous text was 16 digits and conditionally responding for that situation
