Add support for VA having cash balance

Looks like VA added the cash balance, so we should give that to the user if it exists (can use code from other state handlers)

Sample:

Were snap balance is one hundred thirty two dollars and eighty cents. Your cash balance is zero dollars. As a reminder by saving the receipt from your last purchase you will know your current balance. Remember you can also access your account information online.
