I think Code for SF uses Jeckyll. http://codeforsanfrancisco.org/

Laddr was also mentioned as a good option.

I'm a web developer located in Anchorage and would like to take on this issue of revamping the organization website. I plan on attending Hack Night on October 17th if you would like to discuss this in person.
