[FEATURE] Allow more permissive search for Agency name filter

Is your feature request related to a problem? Please describe.
Currently the name filter for agencies will only hit on an exact match for the string. We should make the filtering more permissive to make it easier to find the agency you're looking for.

Describe the solution you'd like
Adjust the name filter on GET /agencies so that:

• It's a fuzzy search
• It's case insensitive
• It hits on a partial match

according to neomodel docstrings:

Filters mimic Django's syntax with the double '__' to separate field and operators.

            e.g `.filter(salary__gt=20000)` results in `salary > 20000`.

            The following operators are available:

             * 'lt': less than
             * 'gt': greater than
             * 'lte': less than or equal to
             * 'gte': greater than or equal to
             * 'ne': not equal to
             * 'in': matches one of list (or tuple)
             * 'isnull': is null
             * 'regex': matches supplied regex (neo4j regex format)
             * 'exact': exactly match string (just '=')
             * 'iexact': case insensitive match string
             * 'contains': contains string
             * 'icontains': case insensitive contains
             * 'startswith': string starts with
             * 'istartswith': case insensitive string starts with
             * 'endswith': string ends with
             * 'iendswith': case insensitive string ends with

It seems like this could mostly be accomplished client side; i.e.

/api/v1/agencies/?name__icontains=new york -> New York Police Department

The problem with this approach is separating the definition of the input parameter vs its filter function. Would be easier with a dedicated filter param and a parseable value; i.e. filter='name~new york'

The core problem is a way to pass through which fields should be handled with which operator.

Is this only needed on the agency name, is the officer search also in need of the change, or can I follow it to apply in the agencies?

Names in general really. I think outside of index calls, all of our name filters are exact only. Units and agencies. Officer name lookups all use the index, so we're OK there.
