Setup questions

1. Should the cft repo contain the data or just instructions on downloading it?
2. What language will be used for this project? js/node, python, python3
3. Should this repo be limited to utilities for using the csv's
4. Should any products of the csv be posted or just the docs on using them?
5. Will we host an interface to the data?

Here are my answers/opinions. Others welcome:

1. No. The file is available. No need to copy it.
2. Any language welcome!
3. Yes. Any derivative products of the data can be in other repos
4. No new files should be posted but the docs should.
5. TBD.
