fix(workflow): downgrade chart-releaser-action to v1.5.0 due to bug

Replaced the chart-releaser-action version from v1.7.0 to v1.5.0
to avoid issues with packaging when skip_packaging is set to true.
This change addresses a known bug in the newer version.
