Add ENABLE_EMAIL_NOTIFICATIONS flag to env var to enable/disable email sending feature (dev mode feature)

  • Add ENABLE_EMAIL_NOTIFICATIONS to template.env and README.md.
  • ENABLE_EMAIL_NOTIFICATIONS is set to true by default if not set.
  • login/registration mails to be sent based on the ENABLE_EMAIL_NOTIFICATIONS flag.
