Failed Windows Store Publishing

Hello folks, I appreciate any help with my problem.
I've set up everything according to the manual, but I still get the error during windows msix archive publishing.

Publishing to Microsoft Store failed: Failed to upload app C:\Users\builder\clone\build\windows\runner\Release\app.msix

The most strange thing here is that the workflow creates a submission on the windows store side because I see a new submission with the label "Created from API," but it fails to upload an archive for some reason.

UPD:

I followed this guide (Twice!) https://docs.codemagic.io/flutter-publishing/publishing-to-microsoft-store/ with no luck :(
Also, I've contacted support but they could not help me to figure out with this issue.

You see the error, but the submission was created on Partner Microsoft account, correct?

No i can not see the submission on the account. I also tried it via curl but get the same error

Because I saw the submission. But 3 months ago, I became working
