Getting an error while installing ruby 2.7.6 on mac mini M1 runner

Steps to reproduce

   environment:
      groups:
        - 1password

      xcode: latest
      ruby: 2.7.6
      node: 18.17.1

Expected results

The machine setup has been success

Actual results

The machine setup has been failed, ruby 2.7.6 BUILD FAILED (macOS 14.2 on arm64 using ruby-build 20231114)

The problem appeared about 2 days ago on all my projects with 2.7.6 ruby, previously everything was working fine

"I found the issue; the problem was that I was using the latest version of Xcode. I switched to the default version, and everything started working fine.
