Control Distribution with Build API

Use case

We have a white label app with lots of different clients. It is good for us that the default does not submit the app to the App Store/ Play Store review. Often we build all our apps at once. It would be useful for us to control "submit to the store" with the build api to save time. Currently, we either change all our workflows to "submit" and then back or we submit the apps manually in both stores.
