Feature Request: Re-Publish failed Publish

Use case

I think it is Nice To have feature for this.

When I run build and it succeed but when it publishing, it got rejected by Store. 
In my case it is because I am not accepting a new agreement from Apple Developer.

The artifacts was successfully created.

Because of that, I need to accept the agreement and run the build again which is making me wait for another build to complete.

Idea

Add a re-submit button for failed publishing flow inside Build overview.

I saw 2 possibles alternatives

First with Codemagic Customization

I think that a one button for justing re-run the failed stage, for example
i`have a workflow with below steps

steps

• clone repo with codemagic.yaml
• clone my flutter app repo (separate by codemagic.ymal by componay policies)
• flutter clean and parse variables
• flutter build with parameters
• deploy in veracode
• deploy in firebase
• deploy in apple store
• call a webwook to make other actions

For exemplo, maybe in case of error on deploy firebase step because a external erro (error 500 temporary) what define if my workflow is broken or not is a form i create the structure. Ok But on scenary there i need a sucess in all steps my workflow is broken .

So, i think thar with a button "continue by last succcesful step" the Codemagic run deploy firebase again and others. See, i don't need run all build process again, just continus by last steps.

First without Codemagic Customization - Just create specific workflow

We khow that is possible create a codemagic yaml file for don't broken and create a specific workflow for just get artifacts files and sent us, is it a simple alternative.
