Unable to 'Fetch Provisioning Profiles' for iOS Code Signing with Admin Privileges

Steps to reproduce

1. Observe that I have the same privileges/role as another member of my team.
2. Observe that I am unable to see the fetch button for code signing certificates/profiles
3. My counterpart who has the same access level/roles/privileges is able to see the button and fetch certificates/profiles

Expected results

I expect that with the same permission levels I should be able to fetch the certificates/profiles for code signing.

Actual results

I along with others on the team are unable to view this fetch button. This causes issues because only one member of our team can fetch the provisioning profiles.
