Steps to reproduce

Generating a new code signing certificate keeps failing. I carefully checked the relevant keys and file permissions and found no problems. I also wrote a tool to test the p8 file and it can communicate with the Apple backend normally.

I'm afraid there isn't much we can do about it on our end at the moment. Something has broken in App Store Connect API for some users, which currently prevents automatic creation of certificates and provisioning profiles through Codemagic.
Unfortunately, this means that the ball is in Apple's court, and our hands are tied.
Some threads from Apple Developer Forums indicate that this is not something specific to Codemagic:

I know you love to use the generate method in Codemagic, but I'd suggest manually uploading it for now so you aren't blocked. You can follow the guide in this section of the docs to configure this using the upload option. I'd be happy to help if you run into any issues getting this in Apple Store Connect and uploading it to Codemagic.
