Support CONNECT in Unprivileged mode

`claude` cli uses this when proxy env vars are set, and it currently fails. Our existing code for handling CONNECT is most likely non-functional or outdated and should be updated to handle this case correctly when clients are supplied the expected HTTP(S)_PROXY env vars.
