MINOR: Remove DeleteSegmentsByRetentionTimeTest#executeTieredStorageTest flaky annotation (apache#19301)

This test was fixed by [this
commit](apache#18861) and hasn't failed
for about two weeks. Therefore, we can remove the `@Flaky` annotation.
