As a library user I want to have topology reconnect enabled by default

Topology recovery should be available (and true by default) only when reconnect is enabled.
The recovery should be necessary only for queues of type exclusive or autodelete, plus their bindings.
Verify that exclusive actually deletes the queue when the connection is closed.
