Visualizer not working on Visual Studio custom installation folder

I have VS 2017 installed on D:\ Drive. The vsix package install Custom.After.Microsoft.Common.targets on C:\ drive. After manually copping the file into the right location all things work as expected.
Is not a big problem but i have spend half a hour to find the solution, so i leave it here for anyone facing the some situation.
