Add command(s) to display URL and version of Helm charts in use

`cofidectl` can generate Helm values for SPIRE deployment. Currently these are generated for a specific version of the chart, but this is not exposed to users. It would be helpful to be able to display the version of the chart that should be used with the values, as well as the URL of the chart.
