Align input dataset with TMS when using web-optimized

when creating output COGs aligned with TMS, if the input dataset Is not aligned then we will create output COG with overlapping nodata/mask area. To reduce the amount of useless blocks we have to first make sure the input dataset is aligned with the TMS grid.
