Question on provenance solutions

First of all, thanks for your work on AMITT! I was reading the blue team guide and had a question: do you think it would be appropriate to include blockchain-optional solutions in [Counter C00028](https://github.com/cogsec-collaborative/AMITT/blob/main/counters/C00028.md)? If so I'm happy to make a quick PR. If not, no sweat at all.
