Previous upgrade steps removed #25
Description
Commit 6e2177f removes the upgrade steps from older pre-1.8.12 collective.js.jqueryui installations, which forces users to manually remove resources from the javascript registry without knowing as much (other than things like form tabbing breaking due to collision in $.fn.tabs namespace). It would be nice to keep the original upgrade stesp that remove ++resource++jquery-ui* from portal_javascripts.
