Keycloak moved

Redhat moved keycloak to quay.io. Keycloak can now be imported from quay.io/keycloak/keycloak or from keycloak/keycloak (from dockerhub itself).

However, this also comes with some API changes.

Acceptance criteria:

Implement keycloak from above mentioned link
Adhere to the API wherever differences are
Make sure the docker containers can start and behave correctly
Create a new release of CoMPAS deployment

Bitnami/keycloak
sleighzy/keycloak (ARM)
