Improve compas open scd translation file extension

Currently the CoMPAS translations files are a copy of the Openscd files and are not updated when merging the upstream into Compas openscd.

This can lead to errors which are only caught in the runtime.

Find a way to programmatically extend the open scd translation with compas specific texts to prevent outdated and missing texts in the future.

Possible solution:

CoMPAS translantions only one place / re-use the OpenSCD translatations
