Hide "omnis-clippy" button when workspace is open

This one is open for discussion. 
The idea is that button interferes with the rest of the UI when the user does some work already.

The UI walkthrough can still be accessed from the homepage.

The solution is:
Still show this button on the Welcome screen
Hide if Welcome screen is currently not visible AND if UI walkthrough is not currently active.
