Allow Stack to be built with GHC 9.4.1

Stack being able to build Stack on GHC 9.4.1 is considered to be a sufficient test to bump the 'has not been tested' warnings to GHC > 9.4 and Cabal > 3.8.

Note: this commit does not address the testing of Stack or the `release.hs` script.
