Create repository of location mapper (cdi-locationmapper) to identify datasets countries and locations

1. Extract all country and geographic locations names from raw datasets
2. Analyze collected data to identify most common country names used
3. Implement simple location matching algorithm to map dataset records to ISO 3166 country codes
4. Prepare reference lists, rules and code to do that automatically.
5. Next step, detect subregional locations and map them ISO 3166-2
