Accessibility software setup

Continue to develop the accessibility framework to ensure that what we are coding is accessible for users.

Ensure that developers have access to the right combinations of software to ensure that they are able to test their work for accessibility.
Once installed, ensure that developers are able to use the software appropriately, by sharing training resources and delivering training.

I've established the software that we will need access to and have started the process to investigate how to get access to this for the team.

I've submitted a request to the ADAAS helpdesk for the front-end developers to have Firefox and NVDA installed within DAP.

Discussed with @ajhillman-ddj the possibility of setting up a version of the component library outside DAP that we could use for testing components across browsers and devices.
