How do I make monitor-all not try to restart CT during backup (stopped)?

Maybe I posted this in the wrong section a week ago, since I haven't gotten a reply in a week, so reposting this in the General section 🤷🏼‍♂️
With assistance from the Proxmox forum, I discovered why vzstart (accidentally called it vztask in the other post) kept trying to start the CTs during backup, which subsequently lead to getting an error (due to the monitor-all script.)

I tried to write a script to have it check to see if pve was doing a backup and wait until it wasn't doing one before proceeding. But I was unsuccessful. Any thoughts/suggestions?
