Note taking app accessible offline?

I have trilium, but as soon as the server goes down, it's inaccessible.
I also use obsidian, which is available offline but it doesn't have a web interface.

Is there a service amongst the community scripts that allows offline use and via web interface? Or is that not really a thing?

I know bookstack will not, not sure about "outline" and "memos", etc
