Create consistent `PrintingPolicy` during the `CreateInterpreter` phase

Description of new feature

In our codebase, we get a reference to the PrintingPolicy and keep modifying it multiple times to perform any kind of ToString operations. We might consider initializing the PrintingPolicy at the time of interpreter creation to have a consistent printing policy.
