RFC: an IO-safe fd registry for io-uring

The registry should keep a strong ref to the driver, and takes the lifetime of the sockets/files. It unregister the fds on drop.

Not in the recent plan because we don't even support fixed fd in operations. We might want to support it with fallbacks for other drivers in the future.
