[BUG] In elbv2 Services.<service>.healthcheck "/" is not being mapped correctly after the recent PRs

**Describe the bug**
`healthcheck: 55666:HTTP:2:2:30:5:/:400` the health check path on the target group should be "/" but it sets it to "/:400"
