Review hwloc go bindings for extractor

• hwloc needs to be added - there is too much missing from nfd topology can't be allocated in Go (Is this being maintained)? c0mm4nd/go-hwloc#1
• with hwloc added, we need automated builds -> releases for containers that package it
• the extractor plugins need to be done with a register design, allowing someone to remove any isolated plugin to build

Note there is a bug there currently c0mm4nd/go-hwloc#1

We might eventually need this, nfd seems to have socket count but not topology. Issue is here: kubernetes-sigs/node-feature-discovery#1599

Ug, nfd doesn't have the basics for physical vs logical cores either...
