windows container #314
Description
as gke has now the possibility of deploying a windows worker.
it would be nice to have a windows container
it should be easy as it should just work with a default windows container and with the added concourse windows binary
as you would only deploy a worker on windows and not the web/atc
related concourse/concourse#8540
