Can the libcdms feedstock be archived?

@conda-forge/libcdms, cc @conda-forge/core, upstream maintenance of this package and other CDAT packages ceased at then end of 2023, see https://github.com/CDAT/cdat/blob/master/README.md. (For some reason, the maintainers did not add the end-of-maintenance warning to libcdms' README, though it is also not being maintained.) Maintenance of CDAT packages on conda-forge has become increasingly difficult as a result. Former downstream packages such as e3sm_diags and pcmdi_metrics have dropped CDAT dependencies. The only remaining downstream package I am aware of is ENSO_metrics and its developers have been aware for more than 2 years of the need to move away from CDAT, see this issue.

I am requesting that this feedstock be archived in conda-forge/admin-requests#1813.
