I'm pretty sure that TF 2.19.1 with CUDA 12.9 is broken

I've been trying to debug it in #468

but i think we should:

1. revert with a skip
2. repodata patch to mark it as broken

The thing with this is that I don’t have a reproducer to test things.

I kinda just run a model we have.

Then it returns bogus numbers in ways it didn’t before.
