What is the idea?

The rattler folks have been making a lot of progress on this front, as evidenced in this Zulip thread.

I wonder if we could do one of the following things:

• Reuse some of those tricks and port them over to our logic
• Bundle py-rattler too and reuse their functions here

Why is this needed?

Extraction and linking are the costliest steps of any installation. Any performance improvements here would be appreciated in thousands of daily CI runs and local installations.

What should happen?

Measurable improvements in installation times with no penalty in robustness.
