Configure integration tests in GitHub Actions

Currently a lot of tests are skipped on the CI because "GOOGLE_SERVICE_ACCOUNT or GOOGLE_PROJECT_ID is missing". We should either configure a test account agains which we can run the integration tests or improve unit tests like mentioned in #4.
