Enable log in to Confluent Cloud via the VS Code UX

Problems

1. For a developer or operator using the VS Code Extension to develop against their cloud resources, they currently have to shell out to a browser to log in. While functional, its clunky as it requires exiting the VS Code app to go to the browser then back to the VS Code app to do the work.

Solutions

1. Enable login via the VS Code UX itself. Extensions from Snowflake and Mongo enable this today, and would remove the back and forth that our current login experience has.
