Sorting by wrong phone number is working partially

Thank you for adding the sort option by wrong numbers. But this works only aprtially and I can't find a scheme behind that.
Please switch to Germany > Bayern > Niederbayern and check the sort option.
The upper approx. 30%of the page are fine, but if you scroll down to

Ah ok, it's not really sorting the numbers, but actually sorting the text, if that makes sense. So for the sort, the space comes before the 1, which is why 0 8 comes before 01.

I could remove any spaces before sorting, but I think not brackets, so that similar issues are still close to each other
