Full Stack Dev: For the projects view, add 'Create Issue' action.

• This requires new API call the integrates with GitHub API to create a new issue for selected repository.
• The UI will need new button in actions column
• A new view may be needed for error handling and/or a step towards editing issues directly on iRonoc issues view.
