upgrade `init` boilerplates

here is when the API changed 4e2cd3f

• we have extra dangling variables that aren't filled out

• we should use create-gen-app from inqurierer package and update it if needed to get github vars, etc...

• for module — use pgpm-modules repo as gold standard template
