Can't install-tool npm 6.0.3 and 7.2.1

The command "install-tool npm 6.0.3" is successful, but npm version doesn't change to 6.0.3.

those are deps of the cli and not npm cli releases. you can only use versions published here: https://www.npmjs.com/package/npm?activeTab=versions
